Window rebates in 2026: what's real after the federal credit expired

A lot of sales pitches, and a lot of websites, still advertise the federal 25C window tax credit. It's gone. Here's what actually exists now, state by state.

State-by-state status

The main replacement for the federal credit is the IRA Home Energy Rebates program: federally funded, state-administered, and very unevenly rolled out. Windows typically qualify inside a whole-home modeled-savings project rather than as a standalone purchase.

Colorado · IRA rebates live

Colorado runs live IRA Home Energy Rebate programs; whole-home efficiency retrofits (HOMES pathway) can include window replacement when part of a modeled energy-savings project.

Texas · IRA rebates pending

Texas accepted IRA rebate funding but program rollout has lagged; check the State Energy Conservation Office for current status before counting on it.

Florida · IRA rebates declined

Florida declined IRA Home Energy Rebate funding entirely — there is no state-run HOMES/HEAR program. Window incentives in Florida come from utilities, insurance premium credits for wind mitigation, and hurricane-hardening value rather than rebates.

Minnesota · IRA rebates pending

Minnesota's IRA Home Energy Rebates (Save Energy Minnesota, administered by the Department of Commerce) were still awaiting federal DOE approval and not yet open to homeowners as of mid-2026. In the meantime, the live path is the utility Conservation Improvement Program (CIP): whole-home efficiency retrofits can include windows within a modeled-savings project. Confirm current status with Minnesota Commerce before counting on rebate dollars.

Ohio · IRA rebates pending

Ohio accepted IRA funding; program launch status has been rolling — verify with the Ohio Department of Development before promising rebate money.

Illinois · IRA rebates live

Illinois has been rolling out IRA Home Energy Rebate programs; whole-home efficiency retrofits can include windows within a modeled-savings project. Confirm current program status and eligibility before counting on rebate dollars.

Pennsylvania · IRA rebates live

Pennsylvania has been standing up IRA Home Energy Rebate programs through the state; windows can qualify as part of a modeled whole-home efficiency retrofit. Verify current availability before promising rebate money.

Michigan · IRA rebates live

Michigan runs IRA Home Energy Rebate programs (administered through the state energy office); whole-home efficiency retrofits can include windows. Confirm current status and funding availability first.

Maryland · IRA rebates live

Maryland runs IRA Home Energy Rebate programs through the Maryland Energy Administration; windows can be included in a modeled whole-home efficiency retrofit. Verify current program status before counting on funds.

Wisconsin · IRA rebates live

Wisconsin has been rolling out IRA Home Energy Rebate programs; whole-home efficiency retrofits can include windows within a modeled-savings project. Confirm current availability before promising rebate dollars.

Arizona · IRA rebates live

Arizona has been rolling out IRA Home Energy Rebate programs; whole-home efficiency retrofits can include windows within a modeled-savings project. Confirm current program status before counting on rebate dollars.

Oregon · IRA rebates live

Oregon runs IRA Home Energy Rebate programs alongside long-standing state incentives; windows can qualify within a modeled whole-home efficiency retrofit. Verify current availability first.

Washington · IRA rebates live

Washington runs IRA Home Energy Rebate programs; whole-home efficiency retrofits can include windows. Confirm current status and funding availability before promising rebate money.

Missouri · IRA rebates pending

Missouri's IRA Home Energy Rebate rollout has lagged — verify current status with the state before promising rebate money. Utility programs are the more reliable near-term path.

New York · IRA rebates live

New York runs IRA Home Energy Rebate programs through NYSERDA; whole-home efficiency retrofits can include windows within a modeled-savings project. Confirm current availability first.

California · IRA rebates live

California's IRA rebates run through the California Energy Commission. The HEAR-funded HEEHRA program (delivered via TECH Clean California / The Switch Is On) launched for income-eligible households, but Phase I single-family rebates were fully reserved statewide as of early 2026, with a waitlist and a Phase II in design. HOMES funds are being routed into the Equitable Building Decarbonization Direct Install program and a Pay-for-Performance program that were not yet issuing rebates as of mid-2026. Confirm current availability first.

Massachusetts · IRA rebates pending

Massachusetts' Department of Energy Resources (DOER) is delivering IRA Home Energy Rebates through the existing Mass Save infrastructure rather than as a separate application, with funds prioritized for income-eligible households. As of mid-2026 the rebates had not fully launched for general homeowner applications. Confirm current status through Mass Save.

Georgia · IRA rebates live

Georgia's Home Energy Rebates (both the Home Efficiency Rebates and HEAR tracks) are live statewide, administered by the Georgia Environmental Finance Authority (GEFA), with more than $25 million delivered as of spring 2026. Windows fit best under the Home Efficiency Rebates track as part of a whole-home retrofit with modeled energy savings — federal guidance changes taking effect in late 2026 may alter program details, so confirm current rules.

Nevada · IRA rebates pending

Nevada's Governor's Office of Energy holds roughly $48 million in HEAR funding and awarded an implementation contract in late 2024, but as of mid-2026 the Home Energy Rebate programs had not launched and no applications were being accepted, with timing pending federal guidance. Confirm current status at energy.nv.gov.

North Carolina · IRA rebates live

North Carolina's Energy Saver NC program (run by the DEQ State Energy Office) launched in January 2025 and became available in all 100 counties by early 2026, offering both HEAR and Home Efficiency (HOMES) rebates. Windows fit under the whole-home efficiency track, where rebates scale with income and projected energy savings. Confirm current availability first.

Tennessee · IRA rebates pending

Tennessee's IRA Home Energy Rebates are administered by TDEC's Office of Energy Programs (the state energy office); the state's allocation was approved but the consumer-facing HOMES/HEAR programs had not launched as of mid-2026. Check TDEC for current status before promising rebates.

Indiana · IRA rebates live

Indiana launched the Indiana Energy Saver Program (its IRA HOMES/HEAR implementation) in May 2025 through the Indiana Office of Energy Development, making it one of the earlier states to go live; windows may factor into whole-home HOMES projects via modeled savings, and funding is first-come, first-served — confirm availability at IndianaEnergySaver.com.

Oklahoma · IRA rebates pending

Oklahoma's roughly $129 million in IRA Home Energy Rebate funding is administered by the Oklahoma Department of Commerce State Energy Office, but the consumer-facing HOMES/HEAR programs had not launched as of mid-2026 — utility rebates remain the main incentive in the meantime.

Utah · IRA rebates pending

The Utah Office of Energy Development was approved for about $101 million in IRA Home Energy Rebate funding, but the programs were not yet available to consumers as of mid-2026 amid federal funding uncertainty — confirm current status with OED before counting on these rebates.

District of Columbia · IRA rebates live

DC's Department of Energy and Environment (DOEE) has launched its roughly $59 million in IRA HOMES/HEAR funding, largely channeled through the DC Sustainable Energy Utility to expand income-qualified electrification and affordable-housing retrofit programs rather than broad market-rate window rebates.

Kentucky · IRA rebates pending

Kentucky's IRA Home Energy Rebates (the Home Efficiency Rebates and Home Electrification and Appliance Rebates programs) are administered by the Energy and Environment Cabinet's Office of Energy Policy, funded by roughly $134 million from the U.S. DOE. As of mid-2026 the state had submitted its application and was standing the programs up, but the consumer-facing rebates had not launched. Windows would generally qualify only through the whole-home Home Efficiency Rebates track based on modeled energy savings, not as a standalone rebate; confirm current status with the Office of Energy Policy before promising anything.

Louisiana · IRA rebates pending

Louisiana's IRA Home Energy Rebates are administered by the state Department of Energy and Natural Resources (DENR), with more than $200 million allocated across the Home Efficiency and Home Electrification tracks. As of mid-2026 implementation was still in progress and the consumer-facing rebates had not fully launched. Windows would typically qualify only through the whole-home Home Efficiency Rebates track on a modeled-savings basis rather than as a standalone rebate; confirm current status with DENR before relying on it.

Rhode Island · IRA rebates live

Rhode Island's IRA Home Energy Rebates are administered by the Office of Energy Resources (OER) in partnership with Rhode Island Energy, and the state is among the furthest along: the income-qualified Home Electrification and Appliance Rebates pathway launched in 2024, while the whole-home Home Efficiency Rebates track was rolling out through 2026. Windows qualify under the Home Efficiency Rebates track based on modeled whole-home savings rather than as a per-window rebate. Confirm the current launch stage and eligibility with OER, since the retail Home Efficiency pathway was still coming online in mid-2026.

Connecticut · IRA rebates pending

Connecticut's IRA Home Energy Rebates are administered by the Department of Energy and Environmental Protection (DEEP), which had received its full federal allocation for both the Home Electrification and Appliance Rebates and Home Efficiency Rebates programs. As of mid-2026 DEEP was launching the programs on a rolling basis pending DOE approval, with the Home Efficiency track targeted for 2026, so rebates may not yet be available. Windows would generally qualify only through the whole-home Home Efficiency Rebates track on a modeled-savings basis; confirm current status with DEEP before promising rebates.

Delaware · IRA rebates pending

Delaware's IRA Home Energy Rebates (HOMES whole-house efficiency and HEAR electrification) are administered by DNREC's Division of Climate, Coastal and Energy / State Energy Office. DNREC reports roughly $33M each for HOMES and HEAR; early administrative funding was approved and full applications were submitted in 2024, with a hoped-for launch in 2025 — but as of mid-2026 consumer-facing portals were not clearly open as a reliable retail path, and third-party trackers still listed both tracks as awaiting final DOE approval. Treat status as pending: windows would generally qualify only inside a whole-home HOMES modeled-savings project when live, not as a simple per-window check. Confirm current status on dnrec.delaware.gov and energizedelaware.org before promising rebate dollars.

New Jersey · IRA rebates pending

New Jersey's IRA Home Energy Rebate programs are administered by the Board of Public Utilities (BPU) under New Jersey's Clean Energy Program framework. As of mid-2026 the state was preparing to launch federally funded HOMES (whole-home efficiency) and HEAR pathways — windows would generally qualify only inside a modeled whole-home savings project, not as a simple per-window check. Confirm current launch status and eligibility on njcleanenergy.com and nj.gov/bpu before counting on rebate dollars.

New Hampshire · IRA rebates pending

New Hampshire's IRA Home Energy Rebates are administered by the New Hampshire Department of Energy. As of mid-2026 the Home Electrification and Appliance Rebates (HEAR) track was expected to launch mid-summer 2026 (not yet open to projects started before official launch), and the Home Efficiency Rebates (HOMES / HER) whole-home track was still awaiting federal funding and guidance — so neither path was a dependable consumer rebate for windows yet. Windows would generally fit only inside a whole-home modeled-savings project when HOMES opens. Confirm current status at energy.nh.gov before promising rebate money.

Hawaii · IRA rebates pending

Hawaii's IRA Home Energy Rebates (branded eHale by the Hawaiʻi State Energy Office) include HOMES whole-home efficiency and HEAR electrification pathways. As of mid-2026 HSEO indicated programs would become fully available in 2026 with funding pending U.S. DOE approval and subject to updated federal guidance — so residential IRA rebates were not a dependable consumer path yet. When live, windows would generally qualify only inside a modeled whole-home savings project, not as a simple per-window check. Confirm current status at energy.hawaii.gov before counting on rebate dollars.

Mississippi · IRA rebates pending

Mississippi's IRA Home Energy Rebates are administered through the Mississippi Development Authority Office of Energy (Energy & Natural Resources). As of mid-2026 consumer-facing HOMES/HEAR pathways were not clearly open for standard single-family window projects — treat status as pending and confirm at mississippi.org / MDA Office of Energy before promising rebate money. Windows would generally fit only inside a whole-home modeled-savings track when programs launch, not as a retail per-window check.

West Virginia · IRA rebates pending

West Virginia's IRA Home Energy Rebates are administered through the West Virginia Office of Energy (Department of Economic Development). As of mid-2026 consumer-facing HOMES/HEAR pathways were not clearly open for standard single-family window projects — treat status as pending and confirm with the WV Office of Energy before promising rebate money. Windows would generally fit only inside a whole-home modeled-savings track when programs launch, not as a retail per-window check.

Virginia · IRA rebates pending

Virginia's Home Energy Rebates are administered by Virginia Energy (the State Energy Office), which has roughly $188 million allocated across the HOMES and HEAR tracks but had not launched either program as of mid-2026 — the office was still revising its application to conform to updated U.S. Department of Energy guidance and awaiting federal approval, with no committed launch date. When it does open, windows would qualify only under the whole-home HOMES track, where the rebate scales with modeled energy savings rather than as a standalone window incentive. Confirm current status before relying on this, as the timeline has repeatedly slipped.

Iowa · IRA rebates pending

Iowa's Home Energy Rebates are administered by the Iowa Economic Development Authority alongside the Iowa Finance Authority, with roughly $120 million split across the HOMES and HEAR tracks. As of mid-2026 neither program had launched to the public — the state had applied for funds but the rollout stalled amid federal DOE funding uncertainty, and no firm start date had been set. Windows would qualify only through the whole-home HOMES modeled-savings track rather than as a standalone rebate; confirm current status before counting on it.

Nebraska · IRA rebates pending

Nebraska's Home Energy Rebates are coordinated by the Nebraska Department of Environment and Energy (the State Energy Office) with the U.S. Department of Energy, and as of mid-2026 neither the HOMES nor HEAR track had launched to households. Windows would qualify only under the whole-home HOMES modeled-savings track if and when it opens, not as a standalone rebate. Confirm current status first, since a launch date had not been published.

New Mexico · IRA rebates live

New Mexico was an early mover: its Home Energy Rebates are run by the Energy Conservation and Management Division of EMNRD (with Franklin Energy as implementer), and the HEAR electrification track launched in September 2024, with the whole-home Home Efficiency (HOMES) rebates also available through the CleanEnergy.nm.gov portal. Windows fit under the whole-home efficiency track, where the rebate scales with modeled energy savings and household income (generally at or below 80% AMI for the deepest rebates). Confirm current availability and income limits before relying on it.

Idaho · IRA rebates declined

Idaho's IRA Home Energy Rebates would have been administered by the Idaho Office of Energy and Mineral Resources (OEMR, formerly the Governor's Office of Energy Resources), but in March 2025 the Legislature's budget committee (JFAC) refused to authorize the roughly $24.6M in federal HOMES/HEAR spending, so the programs are not launching and Idaho's allocation is being reallocated to participating states. Had they launched, windows would only have qualified through the whole-home HOMES modeled-savings track, not as a standalone rebate. OEMR still lists the rebates as "not currently available" and advises against basing purchases on anticipated rebates, so confirm current status before relying on any state rebate.

South Carolina · IRA rebates pending

South Carolina's IRA Home Energy Rebates are administered by the South Carolina Energy Office (within the Office of Regulatory Staff); the HOMES and HEAR allocations are approved but, as of mid-2026, the consumer-facing programs had not launched, with the Energy Office still finalizing software and contractor enrollment after repeated delays. Windows generally qualify only through the whole-home HOMES modeled-savings track rather than as a standalone item. Confirm current status with the SC Energy Office before promising rebates.

Arkansas · IRA rebates pending

Arkansas's IRA Home Energy Rebates are administered by the Arkansas Energy Office within the Department of Energy and Environment (E&E); DOE allocated roughly $105M, and the state targeted an early-2026 launch, but as of mid-2026 the rebates were not yet available to households. Windows generally qualify only through the whole-home HOMES modeled-savings track rather than as a standalone rebate. Confirm current status with the Arkansas Energy Office before relying on these rebates.

Kansas · IRA rebates pending

Kansas was a late mover on the IRA Home Energy Rebates: the Kansas Energy Office at the Kansas Corporation Commission (KCC), working with contractor HORNE, is still standing up its roughly $40M in HOMES and HEAR funding, and as of mid-2026 the public "Kansas Home Rebates" program is listed as coming soon rather than open to applications. When it launches, window replacement would only qualify indirectly through the whole-home HOMES modeled-savings track, not as a standalone rebate. Confirm current status before relying on it.

Alabama · IRA rebates pending

Alabama's IRA Home Energy Rebates are administered by ADECA (Alabama Department of Economic and Community Affairs), which as of mid-2026 still lists the HOMES and HEAR programs as under development with no confirmed date for when households can access rebates. If and when they open, windows would generally qualify only through the whole-home HOMES modeled-savings pathway rather than as a direct rebate. Confirm current status with ADECA before relying on it.

Maine · IRA rebates pending

Maine is generally a national efficiency leader, but its IRA Home Energy Rebates rolled out unevenly: Efficiency Maine (with the Governor's Energy Office) launched HEAR in September 2024 only for mobile homes and affordable multifamily, while the whole-home HOMES track — the pathway most relevant to windows — remained pending DOE approval and not open to standard single-family homeowners as of mid-2026. Confirm current single-family availability before relying on it.

North Dakota · IRA rebates pending

North Dakota's IRA Home Energy Rebates are administered by the Department of Commerce's Division of Community Services (Energy Efficiency Office), which has contracted Franklin Energy to deliver the HOMES and HEAR programs; as of mid-2026 the state was still awaiting DOE approval and neither program had launched. Replacement windows would generally qualify only through the whole-home HOMES pathway via modeled energy savings, not as a standalone rebate. Confirm current status with ND Commerce before promising any rebate.

South Dakota · IRA rebates declined

South Dakota declined its IRA Home Energy Rebates allocation, notifying DOE in 2024 that it would not administer the HOMES or HEAR programs, and its roughly $68 million was redistributed to participating states. As a result there is no state-run whole-home rebate (the usual route by which windows could qualify) for South Dakota homeowners as of mid-2026, so residents must rely on utility programs. Confirm current status with the Governor's Office of Economic Development in case the state reverses course.

Montana · IRA rebates pending

Montana's IRA Home Energy Rebates are administered by the Department of Environmental Quality (DEQ) Energy Bureau; DEQ submitted its implementation application in late 2024 and received a conditional award, but the programs remained in a pended, pre-launch status with no rebates available as of mid-2026. Under the whole-home HOMES pathway, replacement windows could count toward modeled energy savings rather than earning a standalone rebate. Confirm current status with Montana DEQ before promising rebates.

Wyoming · IRA rebates pending

Wyoming did not decline the IRA Home Energy Rebates — the Wyoming Energy Authority is the sole administrator of the state's roughly $69 million HOMES and HEAR allocation, but the program stalled after federal funds were frozen in early 2025 and, as of mid-2026, DOE has only recently committed to releasing the money. No application portal is live yet and no firm launch date has been set. Windows would generally qualify only through the whole-home HOMES track based on modeled energy savings, not as a standalone rebate. Confirm current status and availability before relying on this.

Vermont · IRA rebates pending

Vermont is a national efficiency leader, but its IRA Home Energy Rebates were caught in the 2025 federal funding freeze; the Department of Public Service administers the roughly $58 million allocation, with HOMES delivered mainly to income-qualified households through the state Weatherization Assistance Program and Efficiency Vermont as a partner. State officials have advised not to count on HEAR funds for 2026 projects. Windows would typically qualify only via the whole-home HOMES modeled-savings path, not as a dedicated rebate. Confirm current program status first.

Alaska · IRA rebates pending

Alaska accepted its roughly $75 million IRA Home Energy Rebates allocation, administered by the Alaska Energy Authority in partnership with the Alaska Housing Finance Corporation (AHFC), but the existing-home HOMES and HEAR programs had not launched as of mid-2026 — AHFC publicly warns residents that no federal rebates are yet available and to beware of solicitations. Only a state-funded new-home construction rebate is currently active. Windows would generally qualify only through a whole-home modeled-savings retrofit once HOMES opens. Confirm current status before relying on it.
