Replacement Windows in North Dakota

Current incentive status, energy-code requirements, and local market research for North Dakota homeowners replacing windows and doors.

Rebates & incentives

The federal window tax credit (25C) ended for projects placed in service after December 31, 2025. If your windows were installed in 2025, you can still claim it on your 2025 return — but for new projects there is no federal window credit. State and utility programs are now the main source of window incentives.

North Dakota's IRA Home Energy Rebates are administered by the Department of Commerce's Division of Community Services (Energy Efficiency Office), which has contracted Franklin Energy to deliver the HOMES and HEAR programs; as of mid-2026 the state was still awaiting DOE approval and neither program had launched. Replacement windows would generally qualify only through the whole-home HOMES pathway via modeled energy savings, not as a standalone rebate. Confirm current status with ND Commerce before promising any rebate.

  • Xcel Energy (ND) Residential Efficiency Rebates. Xcel's North Dakota residential rebates focus on high-efficiency heating and water-heating equipment plus discounted home energy audits; the program does not offer a standalone window rebate. (Xcel Energy (xcelenergy.com))
  • Montana-Dakota Utilities (MDU) Residential Rebates. MDU's residential incentives cover high-efficiency furnaces, programmable/smart thermostats and LED lighting for existing homes; windows are not among the rebated measures. (Montana-Dakota Utilities (montana-dakota.com))

Energy code

North Dakota is a home-rule state with no mandatory statewide residential energy code; it adopted the 2021 IECC only as a voluntary baseline that individual jurisdictions may enact and amend, so window U-factor requirements depend on local adoption and permitting. In these brutally cold IECC zone 6A-7 climates, low-U-factor (often triple-pane) glazing is typical for replacements.
