Rebates & incentives
The federal window tax credit (25C) ended for projects placed in service after December 31, 2025. If your windows were installed in 2025, you can still claim it on your 2025 return — but for new projects there is no federal window credit. State and utility programs are now the main source of window incentives.
New Mexico was an early mover: its Home Energy Rebates are run by the Energy Conservation and Management Division of EMNRD (with Franklin Energy as implementer), and the HEAR electrification track launched in September 2024, with the whole-home Home Efficiency (HOMES) rebates also available through the CleanEnergy.nm.gov portal. Windows fit under the whole-home efficiency track, where the rebate scales with modeled energy savings and household income (generally at or below 80% AMI for the deepest rebates). Confirm current availability and income limits before relying on it.
- PNM residential efficiency rebates. Public Service Company of New Mexico's rebate programs focus on cooling and HVAC equipment, smart thermostats, LED lighting, home energy checkups, and insulation — there is no dedicated PNM window-replacement rebate, so windows in PNM territory are best pursued through the state HOMES track rather than the utility. Energy code
New Mexico enforces the 2021-based New Mexico Energy Conservation Code, the sole standard since July 2024 and one of the strongest in the interior West; Albuquerque, as a home-rule city, permits and inspects through its Building Safety Division and may layer on stricter local amendments. In the IECC 4B mixed-dry high-desert climate, managing solar heat gain (a low SHGC) matters as much as a moderately low U-factor given the intense sun and wide day-night temperature swings.
